Hi Kayjaysee, you do need the FS2004 CLS Piper Arrow 4 Free to be installed first to get the base model and textures. -

FS2004 Piper Arrow Plus 2. This package is for the FS2004 version of the CLS Piper Arrow 4 Free. The objective of this package is to achieve more realistic performance characteristics and a co-ordinated "brown" cockpit scheme for the 2D, 3D and external views. The previous version is not required for this install. The package includes "brown" 2D panels in 1024x768 and 1366x768 widescreen format, to match the 3D panel; revised aircraft.cfg and Piper_PA28R_Arrow.air files with new flight dynamics envelope (FDE); revised gauges to match the new FDE with new tooltips giving detailed gauge information. "Brown" panel and upholstery trim is now visible from external views, and a more subtle prop animation texture. By Tim Wright. -

FS2004 Panel--737 Experience By Moach, for use with 737EXP11.ZIP. This 2D panel is an exact copy of The 737 Experience VC, including all clickable controls, switches and freeware RealCRT gauges by Tony D'Ambrosio. There is also a GPS window but no overhead, radio stack or throttle quadrant windows as these can all be operated in the VC. Side views are not needed, as the VC views can be seen from the 2D panel views. By Tim Wright.
