No wings? And that's a plane? My cat flies above the couch, but it couldn't be described as an Aviating Kitty..

Three feet above the surface isn't flying-- too many obstacles unless you're over the water (and even a 3 foot wave is trouble) or the Bonneville Salt Flats, for example. In principle it's much like the Russian ground effect "flying boat" called ekranoplans, though they used normal jet engines.

 

So it's a ground effect machine, IF it truly works. And as mallcott indicates, it could be rather hazardous to your health.

I agree it is not an airplane at all. As far as I can tell, the hydrofoils 3 feet below the body are staying in the water providing lower resistance by lifting the body 3 feet out of the water. And Larry is right, how would it behave in large waves?
