In some cases you can have the disk repaired, but not always. :)

If, for example, you "stored" the disk on a window sill or under a bright light its possible the foil media inside the disk can break down. Once that foil starts to pit, its impossible to fix it.

One thing I've done with "high value" or hard to replace disks is apply a light coat of paste car wax and then lightly buff it out to a high gloss. The wax adds a tough outer layer to the disk which can help protect the disk from scratches and dust. I also NEVER leave CDs or DVDs out in the open, I always store them in a dark closet or drawer.

Scratches can be repaired as long as they aren't too deep, damage to the foil layer is forever. :p
