What are my GFX playing at?!

This is caused by the weather program not the scenery or texture library. The weather program has generated a fog or low level cloud below the tops of the highest hills so the cloud/fog is trying to wrap around the elevations.

 

Nothing inherently wrong with this. Within the limits of the graphics and weather engine, you just don't like the looks.

 

Some people get around this with external weather engine by disabling fog and other similar tricks. I can live with it myself knowing what this is supposed to represent.
