As for differences, yes they are different. Best to get the latest one, as a few discrepancies and bugs came up with all the different flavours of addons and config files out there.

The files themselves are not versioned, the distinguishing information is the header bar of the app - if that reads 1.07, then it is the current version. I just downloaded this package here myself and checked - it was the latest version.
