Need to keep tapping breaks when using controller

I fly using either a 360 controller or a XBOne controller. Either way, I need to keep tapping the breaks to apply them. If I hold the button down, the breaks apply for just a very brief moment and release. As you can imagine, this makes landings very difficult in anything that isn't a 172. I can use the keyboard assignment just fine. I tried adjusting the repeat slider, but there was no difference.
