So if you go to 'Start/Settings/Control Panel and click on Add or Remove Programs, you will see what version of MSXML you have installed.

I have MSXML 4.0 SP2 Parser and SDK, 1.23 Mb. (ie: don't 'need' MSXML 3.0 - unless your OS is Win Me?). i run Win XP Home SP3, 32 bit. I also have MSXML 6.0 Parser and SDK (KB933579), 1.31 Mb.

So you might not need to re-install your OS or Orbx files. Just download the msi files and install (after you remove what is there AND make a 'Restore Point', just in case). Remember to always do a PC restart after any/all 'operations'.
