question about heading

If I'm looking at this right, what's it's telling you is you need to tune to the LAX VOR on what is called the 346 radial on your flight path. This is what you may be calling a heading. Looks like the flight plan is using VOR navigation and it tells you the radials of the VOR's to fly. Think of 360 spokes sticking out of the VOR's so the flight plans tell you which "headings" to fly to stay on the path. Hope this helps.
