Place it in your FS9 folder and run it directly. FS9 should not be running. If all you want is the active airports' ICAO codes, open in your FS9 folder r5.csv in Wordpad. The first field has your active airports (no duplicate airports) listed in alphabetical order. Within each airport individual runways are listed in a row for each using the same ICAO ident. The file MakeRwys ReadMe.txt explains the columns in the r5.csv file including the runway field. You can get runway lengths and Localizer and ILS frequencies from this list. In addition other useful fields indicate closed for take-off, closed for landing, or closed. By default, makewys excludes from it lists runways/airports with less than 1500 feet to avoid using those short pseudo runways used in the STAR or Crosswind method to allow non-parallel runways to be simultaneously active, a limitation of FS9.
