Your specs will run any of these cards just fine.

Fsim is a cpu intensive game so video card's only impact on the game are how it displays the game and how it shows the eye candies.

The cards runs the same except for the difference in speed and prices so if you are wanting one on a budget, go for the 9600 Pro, if you don't have a budget and is willing to spend more, go for the best ATI has to offer. I think ATI is coming out with a new card shortly next month or the next one. So, if you can't wait, go for it now. But, I suggest that you wait so that the prices on 9600 and 9800 will drop.

However, there is another card you could look into, the 9700. I suggest you do a lot of researches, look at benchmarks. But, keep in mind that benchmarks do not resemble real life cpu performances of someone running a FSIM.

Not right now, games out there don't need even 128 today. However, as a guard and a investment, I suggest you get a 256 so you won't need to upgrade too early.

There are many people who are still using old cards at 64 mb for 2002 and 2004.

Realistically you won't need anything over 128 mb. Your processor will take care of the FPS and from what you have said for your specs, it will run it just fine at possibly the maximum settings.

Personally, I'd go for the 9600 Pro. Im looking into that card for my next upgrade and I have already done a lot of researches. Its great for long term use and also is cheaper than the 9800 and still get the same performance that the 9800 offers at slightly less MHZ.

There are no water problems as far as I know. But there has been a few glitches with the 9800, I think it has been corrected already.

I think you are referring to the Geforce MX, it doesn't have reflections. There has been a lot of discussion about it and also a fix is out for it, so now there is reflections displayed using Geforce MX.
