XP. No question. I now cringe every time I boot up my laptop. I'm instantly hit by the two things no power user ever wants to see in their lifetime - the Toshiba logo screen, followed by the Windows ME logo screen. Ouch!

On my laptop, WinME is a mess. It doesn't matter what kind of system scans and junk I do, it's screwed up. Only Win95 on my 75 Mhz Pentium Classic did any worse.

98SE was great for performance and much more stable than ME, but XP's stability is unmatched in a standard consumer OS.
