go to fsdeveloper website and follow the instructions to get appropriate SDK installed and then you will have the compiler available.

If you're going to work on airports, I highly recommend Airport Design Editor (ADE). It may have a learning curve, especially the features that allow you to add actual GPS approaches, but it's a way better piece of mature software now-a-days rather than AFCAD or even the paid for AFX.

 

I used to use AFX for everything, but I found I couldn't do certain things I wanted to and worse, I couldn't edit other people's airports that were compiled with ADE in AFX. So I sat down and learned most, not all of what ADE can do and now have around 20 or so airport uploads here at this site. I just do airports that don't exist to add more parking and minor upgrades. I have yet to learn how to model. Then again, "FS2020" is now new so I guess I should focus my development skills on that once I buy the Sim some years from now.
