Text to Speech Software with ATC-like effects?

Hi all:

I want to tape some audio ATC files for an old program called FSTraffic, but I would to generate several voices from text with ATC effects. I've found in the net some programs with some effects, ("bullhorn" the closest, but not enough), and normally, the ones with effects don't generate Text to Voice Wav files.

Do you know any software than can have these kind of features?.
