Mesh is the 3D model of the terrain. Landclass tells the sim what textures to paint on the terrain. Neither will interfere with the other; but a landclass designed for a particular mesh may not display 100% correctly on a different mesh - water appearing up on the shoreline, roads running along the side of a hill, rivers not coinciding with riverbeds, etc.

Alternatively, revised mesh can make sense of otherwise questionable landclass - rocks in the middle of a field can become a rocky outcrop; the green grass in the middle of a built-up area is revealed as a steep slope, that kind of thing...
