I use Flightaware.com, also there is a place under "Live Flight Tracking" to the left it has a drop down look for "Browse by Airport", type in what Airport "PHX", will take you to the page where it is live radar, look for the link in gray go to "maps & diagram" will give you the airport layout printable, next to that link is a another one "IFR plates" gives you runway ILS NAV's etc..
