FS98 won't start in Windows 8.1

I installed FS98 on my laptop running Windows 8.1, 64-bit. When I start the program, I get an error box right away that says:

Flight Simulator Module has stopped working

If I go to the Event Viewer, I see this warning:

The file could not be processed by the application C:\Program Files (x86)\Microsoft Games\Flight Simulator\FltSim98.EXE because it requires Indeo® Decoders of type IV41

I am running the program in compatibility mode for Windows XP (Service Pack 2) and Reduced color mode, 16-bit, but it still doesn't work. Does anyone know of a way I can get it to run? Thanks.
