I suffered through all of the same frustrations after trying all of the above....A usb 2 PCI card provided the solution for me. Currently have two GF166A's plugged into that card and running P3Dv4.3 under Win10 64 completely stable..If you have an open PCI it should work for you also...I would not try a usb 3 card. usb 2 cards are still available at newegg.com and probably on ebay.
