First of all when ever you are registering a 32 bit file in a x64 version of windows you have to make sure that you are in the C:\Windows\SysWOW64\ directory and run regsvr32 filename.dll,etc if you don't run regsvr32 from the SysWOW64 when registering a 32 bit file it will automatically use regsvr32 from the system32 directory which is for registering 64 bit files. So as others have said make sure the SmartSubClass.dll is registered first step would be open the command prompt type cd \Windows\SysWOW64 enter now type regsvr32 SmartSubClass.dll after that is done download this update http://www.flight1.com/dx7vb.exe as it installs a few files that is missing for the config manager to operate.
