I recently upgraded my FEX to V2 and had to buy the tropics version in order to so for free. Is this another upgrade to 2.1 and they want another $29? or is my upgrade to 2.0 sufficient?

      Yes. From simforums.com:

GEX NOW SUPPORTS BOTH FSX BOX AND FSX STEAM EDITION

THE GEX INTERFACE AUTOMATICALLY DETECTS WHICH VERSION INSTALLED AND ALLOWS A MANUAL SWITCH IF BOTH FSX VERSIONS ARE INSTALLED

The interface detects if you have either FSX, FSXSE or both installed on your pc, and you simply choose which version to install (or upgrade) to.
If you do have both FSX-boxed and FSXSE both, follow the instructions you will find in the link below. You simply do the FSX version first, and then do FSXSE.
Works like a charm. It's just a bit time consuming, more on that below...

      Read all about it here.

Doing that now as we speak. I only wish that it it could all be done "shortly", as in less "time consuming"...lol

It definitely takes some time to back up, then enable all six regions, on top of all the UTX that needs backed up, enabled and sync'ed in too.

I'm probably close to a couple hours in, with downloading and all, and that's just on the FSX boxed version alone. The FSX-SE version upgrade is next...

No biggie, as it will be well worth it once it's all said and done -it always is .
