Ah, in that case try a decent weather engine like ActiveSky.

 

You don't have to have ActiveSky to do this. You can set it all up in FS2004 itself.

 

Select User Defined Weather

Select Customize Weather

Select Advanced Weather

Add New Cloud Layer

Select Cloud Type Cirrus

Select Cloud Cover Broken 6/8

Set Tops to, say, 41,000

Set Base to, say, 39,000

 

That's it. I do it all the time and it looks good. No need for ActiveSky or any other wx program to achieve this. It also saves having yet another program competing for CPU resources.
