I guess that the only fix would be MegaSceneryEarth excluding all water because rivers are also a mess (photos are taken during spring/summer while many rivers are dry). Really wish there was a fix. Meanwhile I have tested one of their sceneries and I am not going back to photoreal because of this. No seasons and missing autogen is also a problem. To answer the AP original question, there is an excellent tutorial here at flightsim for creating your own photoreal scenery. That is how I started a couple of years ago and now create all of my photoreal textures, including seasons, night, and much better water textures. You could give that a try, and learn how to create your own water blend textures to correct the problem you illustrated.
