Shadows slowing down FPS

Hey gang!!! Quick question. There's no doubt that on some add-on third party airport scenery, when you turn on "ground scenery casts shadows" that it slows frame rates. Is that more a result of FS9 not being able to keep up or does it speak more to the strength of the graphics card you use? I always thought that the strongest graphics card solves most if not all performance issues but some people suggest the program itself can't always keep up regardless of the computer/graphic card strength.

Getting a more powerful graphics card gave me higher frame rates overall, so the hit from turning on scenery casts shadows was not that important. There are a few spots where I sometimes turn it off if I want high frame rates, but not many.
