ital
When you open AFCAD you're selecting "File" then "open airport", check if the selection dot is in "From All Scenery"

ital
Enter an airport ID on the top, no? If not mistaking AFCAD looks for FS2004 automatically, if not, then I don't think it's a problem with the program but more with your FS2004 directory.
