As long as the SDK hasn't been released, nobody knows whether a) it is possible and b) if so, how. So basically, you'll have to wait until the SDK is released.

When I installed there was the choice of 3 voices or 10 voices. I chose 3 but wish I had picked 10. My question was how do I get the other ones. It looked like my only choice was to uninstall the entire thing, and then reinstall (re-running setup gave me no other options). However, I found that I had a file called USEnglishsmall.gvp in the sound directory. On the CD I found USEnglishBig.gvp (can't remember where I found it but it led me to believe that it was ATC voices), which I copied onto my computer. I don't know if there are any tweaks I need to make anywhere else to make FS2002 know to use the other file and I haven't had time to try it out yet. Anyone have any ideas?

I don't think you can just add new voices. I think you have to reinstall from scratch.
How handy are you with tweaking the game? If you know what you're doing, try this...
Rename your FS2002 folder to FS2002 Old. Now you can reinstall the game without having to uninstall your current FS2002 folder. Then once installed, copy over your aircraft, sounds, scenery, gauges, scenery config, FS2002 config, modules, flight plans, add-ons, textures, scenedb/world/textures, whatever else you've tweaked. Just copy right over the new folder's files.
But keep your FS2002 Old as a backup folder so you can rename it and go back to where you began if this doesn't work.
I did this because I screwed up my night textures and clouds with freeware versions that I didn't like as much as the default ones (and didn't back them up).
