    Default Multiple RWYS?

Is there a easy way to describe the porcedure for making muliple runways usable at airports? It's in the FS2002 Tips but i can't seem to understand all that comp talk! I was at ATL ( i downloaded Delta flight plans and ATL flight plans) and when i got to rwy 27R, i'm telling you i was actually holding short at the rwy for 15 mins! Planes kept coming and coming and a line formed along the taxiway all the way back to the gates. This problem would go away quickly even if 2 rwys were available.

If anyone can help me or show me an easy approach to this, please help.
