Fly me in the right direction - texture editing

Can anyone give me advice and recommned programs for editing textures such as those that I have recently downloaded for use in FS9/2004?

I have tried opening the texture bmps in photoshop but get an "image failed".

Any help woulf be great - I would like to contribute my own texture sets to some of the great aircraft that exist.

You might use imagetool with the gmax sdk for FS2004 to open them up.
