Sudden CPU slow-down

I have a P4 2.8 GHz, which always showed to be 2.8. However, I am not sure when it started, but suddenly the Sandra software and others suddenly show 2.11 GHz. I think that it started after the FS9 upgrade. Also, my FPS have fallen from roughly 30 to 4-10 since using Catalyst 4.10. What could be happening and what could I do about it?

ATI 9800 Pro, Catalyst 4.11
512 MB RAM

You might be running into cooling problems and the CPU is being throttled down to prevent it from overheating. Check your fans and make sure everything is running properly, don't use hardware, pop the case open and take a look. This is not caused by FS9.

I would check your CMOS settings carefully. With many of my current computers I can adjust the CPU/FSB frequency to many different settings. That would be the first place I would look.
