Are there any programs available for FS2004 that will add random background ATC chatter while flying? Years ago, I remember some program that was available that added alot of realism to the experience.

Sounds like you are thinking of the original Real ATC program by Papa Tango (circa 1998). I have still have the CD, not sure if it will work with fs2004, but it does give me the choice of a Windows 3.1, Win95 or 98 installation. :)

It's all still available at my website from the guy who started it all in 1996.
Just Google realatc or Ralph Zimmerman and you will find the current product now as
donation ware and direct download
There is of course 'Enviro' a free ATC player. I still use this from time to time.
There are wav ATC files available here and there (avsim)
And you can use the LiveAtc site as well to download archived and even live ATC from lots of the worlds (does tend to favour U.S.) airports.

PS I don't use any ATC either stock or payware etc. So i might use Enviro (if I can be bothered for a bit of ye oldie ambiance )

Perhaps you want to use Live ATC and listen to real ATC chatter in an airport near you, right in your PC, while flying FS9.
I think both Radar Contact and Proflight Emulator can provide pre-recorded chatter or can interface with AI traffic as you prefer.

I just made a generous donation to Mr Zimmerman and download the Real ATC and the Realevirnment files but cannot install either to install. The following message appears:
ERROR REGISTERING THE OCX C: Windows/system/system32/OLUEATU32.DLL
Anyone have any idea what this means or HOW TO CONTACT support, since Mr. Zimerman's contact page is invalid. Thanks for any help.
Try running the installer as Administrator (right click the file). If you do a web search on registering that OCX you will ususually find some instructions on how to do that manually. That said, you may come up against the same error as the installer did - again, probably a permissions issue.
