Welll there's always Lago's Flight Simulator Enhancer (FSE ...not to be confused with Flight Simulator Senery Enhancer FSSE which isn't for fs2004)

I like it because it's visual on-screen in real time so you can see the objects and move them about .

It looks like it's not ready yet. This program has the befifit of people not having to need to own the software to use scenery people make

It's called GMax, and it comes free with FS2004!
All you need to add is creatitivity, talent, and a heck of a lot of time...

How do I load an existing scenery to gmax?
GMax is a 3d editor ... you wont be able to open scenery or make something that will automatically be usable in FS2004 (there are more stpes which I am unaware of). I have never done scenery from scratch like this as I just don't have the time.
Perhaps you could try this freeware object placer " Rwy 12"

Hi,
You cannot edit the default scenery. What you can do is exclude a part of the default scenery (like a building, etc.) and then replace it with one of your own.
I use ExcBuilder to exclude objects, GMAX to create custom objects, and SceneGenX to place my GMAX objects, as well as creating new default buildings. I also use Rwy12 to place objects already in that format, and to place default ground equipment. Here is San Diego, 1959. It has the "Home of the Convair-Liner" Convair plant on the right, and the Ryan plant in the background:
