    Default ATC and wind

    Do the ATC consider the wind before assigning descend instruction? It is because when I descend during tailwind condition, I cannot establish the GS of ILS because I do not have sufficient time to descend to the altitude that I need. SO I need to declare misapproach and waste 15-20min.

    No, ATC doesn't consider wind. It all works much better if you begin your descent by asking for lower altitudes before ATC gives you your approach. Once you are down to 8 - 12 thousand feet and have adjusted your speeds appropriately, you should have no problems. There are, of course, some occasions when ATC will leave you way too high - see the multitude of other threads on this subject for examples.
