I was wondering why is it that ATC in flight sim 2004 ask you to do a visual landing when the weather clearly makes it impossible or very difficult to do so? I set real-world weather and it's happened to be twice now...

Perhaps because there is no ILS there. ATC never assigns nonprecision approaches, unless you ask for them for some reason. I guess because everyone may not have the charts.
Actually, ATC does assign nonprecision approaches - even to large airports with multiple active runways. ATC has a brain, but no sense, when it comes to assigning them. Arriving at Juneau, I was given a visual to Rwy 8 with the cloud base right at the 2400 ft minimums - I asked for, and received, the LDA approach... That said, ATC will generally assign the precision approach if an airport has one for the active runway.
