That is the right file. Just import you aircraft from FS2002 and rename your FS2002 traffic file to match the name of your FS9 traffic file. That is all. You will have traffic.
Not sure what type of flightplans you are using but you might want to remove and @ signs from flightplans.txt. Some people are having trouble with fixed arrivial times.
I am also not sure if they fixed it yet, the unofficial ttools was originally looking for a traffic file with a different name than the one in FS9. I guess MS changed the traffic file name sometime between beta and release. If you have this problem, rename you traffic.bgl to the file ttools is looking for.
