I'm no expert, but aren't they the flaps around the engines of older aircraft for controlling the engine temperature?
Yes, they do open and close when commanded. See the comparison:

Not just older aircraft, they appear on such aircraft as the Cessna 182/177 etc etc :-)

Hi,
Greg Pepper's and my DC-6, DC-6B, CV-240, CV-340, CV-440, and new B377 Stratocruiser all feature moving cowl flaps. Many also feature visually feathering props.
