What kind of plane is that? (slightly OT)

Hello everyone!
I was waiting at the bus stop today to get home from HS and saw a plane that I am unsure of the type landing at Davis Monthan AFB. It was a 747 with a that was overall white with a blue band running along the fuselage. It had NO markings that i was able to observe except for a large US flag on the rudder. It also had a large white fairing on top of the normal 747 hump. i think it was a NECAP (E-4b?) but am unsure. anyone know what this was?

I am SURE it was not AF1. the blue did not extend over the nose or tail, the band stayed the same width all around the plane.

Yeah, thats it. It was missing the lettering on the side though... (it was not too far away, I could see the black rubber streaks on the fuselage bottom) Wonder if it was just geting repainted or something? I found a photo on airliners.net a second ago but you beat me to it!
