I tried a little experiment and made a pleasent discovery, by reducing the refresh rate on my monitor from 75Hz. to 60Hz. my framerates showed a nice improvement.
Measurements taken while sitting on the ramp at La Guardia (KLGL Parking 18 - Ramp GA Medium) in the stock Microsoft Beechcraft Barron.
1024x768x32@75Hz. = 13-15 FPS
1024x768x32@60Hz. = 20-22 FPS
The only thing changed between tests was the moniter refresh rate on the display properties - adapter tab.

AMD AlthonXP 1600+ (overclocked to 1800+)
256 MB PC2100 DDR ram
Gainward GForce 3 TI 450 128MB DDR Jumbo Golden Sample (GForce 3 TI 200 GPU with factory overclock(overclocked to TI 500 speed ( 240x500)))
Windows ME
Video driver version 41.09
All display sliders max'ed
Anti Aliasing 2x
Antisotropic Filtering off
This little tweek may not be for everyone,some people will see a unpleasent flickering on their moniter at 60 Hz.
But if you are useing an older video card and need a little better framerates to enjoy the game give it a try.
