Sids, stars, atc?

I am just wandering if anyone could post some info on SIDS and STARS with their interation with ATC. I know how to fly SIDS and STARS with no ATC on FSX (FSX Default ATC is not great), I followed one of Frooglesim's tutorials, and one of FSXGenious' tutorials, but neither of them did one with ATC. When you hear ATC, they say Fly runway heading etc... but nothing about SIDS and STARS. So, do ATC give you SIDS and STARS? Do they ignore them? Do they Just not give them to you but tell you where to go when you are in the air? Do they Give you the SIDS and STARS, and you just fly them? Please give me some info. It is greatly appreciated.
