CPU is the biggest part of a computer when it comes to Flight Simulator, video card coming in second. Aim for an i7 or i5 Haswell. Find a GPU with the highest CUDA core withen your budget. You will need to make sure your PSU can power your rig with the GPU. Use this calculator. http://www.extreme.outervision.com/psucalculatorlite.jsp

Chose RAM with the lowest CAS, lowest voltage and highest clock speed within your budget.

SSDs are great upgrades. I would use an Intel or Samsung. SSD for the OS and Flight Sim and a Western Digital black platter HDD for data and other programs.

Do not install the OS with two drives connected at the same time as the BootMGR can be placed on the second drive and cause problems.
