I had this problem when my computer crashed while inside FTX Central (Orbx control panel). It could no doubt happen for other reasons too. This advice helped me fix it.
If you don't have access to the Orbx forums, essentially the advice is to find a backup copy of scenery.cfg and copy it into C:\ProgramData\Microsoft\FSX, which is where the corrupted 'live' version is. There may be backup versions in that folder created when you installed other addons. It goes without saying that you should make backups of anything you're going to overwrite or delete in case you get it wrong. (And this advice comes without any warranty )

Which version of FSX? FSX with Acceleration default scenery.cfg only has [Area.001] thru [Area.120]
Areas [Area.115] to [Area.119] are located at \...\FSX\Scenery\Cities
Has your "Cities" folder, or it's subfolders, gone missing\Corrupt?
BTW, there is a virgin unmolested copy of scenery.cfg located in the main FSX folder. Copy it to C:\ProgramData\Microsoft\FSX
