No - the FS version of the GPS does not have all the functionality of the real world instrument. Too expensive to program in many features which would require a complete redesign of how FS works. The FS guage is designed to provide a reasonably easy to use version similar to the real world instrument. It is not designed to exactly replicate the real world instrument. That would defeat the goal of FS to be easy to use by a novice.
With the FS version of the Garmin GPS - you can
1. Skip waypoints on your flight plan by making a leg past that waypoint the active leg;
2. Select a "Direct To" option to any airport, navaid or waypoint in the FS database.
You cannot add a new waypoint except by the "Direct To" method - and if that waypoint is not your final destination, you will then need to manually add each additional waypoint as a "Direct To" until you reach your destination.
You should not be using the real world Garmin manual for FS. The "Using the GPS" page in the FSX Learning Center has all the information on the capabilities of the FS version of the GPS.
