No, a waterclass won't turn land into water, all it does is change the water textures used in a given area. You'll need to exclude some water polys and rebuild them so they match the photoreal coastlines. That's pretty well been covered in this thread ad naseaum although I am not in agreement with the tutorial that disabling default .cvx files is the proper way to go about this.
