Did you install the FS 9.1 patch after reinstalling FS9.0? I believe that among other things fixes some scenery texture issues that were sensitive to area and season.

When you removed FS9 if there is a backup folder under it the patch will not install. That may have to be manually deleted before applying the patch again. This patch also corrects some bridge locations and elevations.
