Default Lowered FPS whenever panels are displayed- FS2004

I am experiencing very low FPS (7-9) when I am in an airplane looking at the panel. I have noticed that when I toggle to an outside view and the panel is NOT displayed, my FPS go up to nearly 30 FPS. I also noticed the same thing happening when I am in a Cessna 172 for example and I open the radio stack.
If anyone has experienced this before and knows of a fix or workaround, I would appreicate your input.
    My specs are:
    Windows 7 Professional 64-bit
    Core 2 Duo E8400 @3 Ghz
    Nvidia Geforce GTX 560 Ti
    4GB Ram
Western Digital 1TB hard drive with over 560GB of free space

It's your clouds that lower the frame rate. The more detailed make it worse. I assume you mean the 2d view.

Well, Greg is right. If you push the transparency, 3D, in the clouds effects,
harder it is on graphic ressources. But a GTX 560 can handle a lot.
Strange because the problem seems in 2D cockpit...
Mike, a what resolution are you set in Win7 and in FS ?
How is the FPS in Virtual Cockpit looking around ?

    WinXP Pro, Dual Core 3.4(4gb), 8800 GTX, dual screen(Asus 27.5" + 17")
    TrackIR5, Saitek yoke+rudder+quadrant, Saitek radio+multi+switch panels

Hey Greg and Dat. Thanks for responding back about my issue. Greg, I am running 1920x1024 in Windows but throttled it back to 1280x1024 in FS2004 just so that i could pick up a few FPS. Any cockpit that I have up has the lowered frame rates. Also, I am using simple clouds and not the detailed clouds, as I know they are a frame rate hog.
I am going to do a fresh install of FS2004 and see where that gets me. I will report back on the results

I reinstalled fs2004 and I am still getting the same issue. When I am inside any aircraft, prop or jet, and I am in panel view, the frame rate constantly toggles between about 9.2 and 11.0. If I switch to any other view, it immediately goes around 32 fps, which is where I have it set in display options. I experimented with lowering many of the graphics sliders in display options, but it had no effect at all.
Also I am using release 296 for the Nvidia drivers. I previously had the latest and greatest release but I was experiencing the same issue.

Thanks for any suggestions you might have.
