For FS2004/FSX I recommend Airport Design Editor. Its user friendly, haves many options, and many people use it, so in case of a problem you can count on them. But personally I would suggest doing some sceneries with AFCAD2 (FS2004) or AFCAD (FS2002). Its fairly easier to use.
I second ADE. It is free and a very useful tool. KSGR is a good airport to learn with. It is a simple single strip with easy to do taxiways and aprons.
Make GoogleEarth or Bing Maps your friend and take a look over at FSDevelopers forums (http://www.fsdeveloper.com/forum/index.php ). It is a treasure trove of information.
I have made some modifications to the default file. Basically I added some hangars and taxiways which were constructed at the airport (I live nearby) but are not included in the default file. There is one thing that I am still struggling with - how to lay a taxiway over a water body so that it appears as a bridge rather than appearing as if attached to the water surface. If you like I can share my file with you for further development.
