Search for FSrealWX lite, it's probably the best freeware one for FSX.
FSMetar is also a pretty good freeware weather engine, it worked a little better in FS9 than FSX though, you get some cloud popping in FSX. When you fly from a metar coverage area that's reporting cloud cover into another that's reporting clear, the clouds just disappear - bam they're gone, where in FS9 there was some smoothing so they didn't disappear all at once. It renders some really awesome billowing clouds though, and completely solid cloud decks where you can't see the ground at all, probably the best I've seen actually, freeware or payware. Works great with HDE clouds too.
