If this topic has been discussed, my apologies.
Is it possible to simply copy and past the entire Flight Simulator directory to an external hard drive, or will FS cease to function. Or is a fresh install needed?

A fresh install is the best way to go for most.
I would say give it a try.
I have a backed up copy of FS9 on an external drive, and in the event of PC death I would certainly try to use this version on any new PC .I would try something like re-installing FS9 on the new machine and then copying and pasteing my backed up saved version over it.
I would certainly experiment whatever.
Copying the whole lot from drive to drive does take quite a long time by the way.

Copying to external drive is only for back-up, not for operation. Both FSX and FS9 have a lot of config-files that refer to the location of certain objects. It is a hell of a job to change and edit those config.files.
So if you want to use the external drive in operation a re-install is advisable.

Before you go any further, give this a try. It had worked for me since long time ago:
Fs2004 perfect backup.txt
