Anybody seen a 'Tone' control?

The sound of some film/TV shows comes out of my PC speakers sounding dull as if listening through cotton wool, so is there any way I can crisp up the tone?
I've looked in my Win XP Home sound adjustment settings but can only see 'volume' sliders, there doesn't seem to be anything to adjust Tone, or am I looking in the wrong place?

I have a cheap set of external computer speakers that sit on the computer desk.

They have a headphone jack that shuts off the speakers when headphones are plugged in, which is always.
On one of the speakers there is a power knob, volume knob and a tone knob.

I'm sure I bought them for under $20, I wasn't expecting much from them, but they turned out great and have lasted
over 5 years now.

Thanks guys, I forgot to mention that my speakers are at least 6 years old, and there's a Tone knob on one of them, but it doesn't make a blind bit of difference when I turn it one way or the other!
That's why i wondered if there's a tone slider inside my Win XP Home that I could adjust instead, but apparently there's not.
Perhaps my old speakers tone control knob is bust, so I think I might buy a new pair.

What's the source of the film and TV shows? Sometimes the encoding used isn't very good.

Also, what sound card do you have? There may be additional controls if your sound card has it's own control panel. I know Realtek and SoundBlasters often have additional controls beyond what Windows offers.
