Does the com radio work? What is it there for? Is there atc? Where can I get documentation?

Com1 works in multi-player mode. Setting a specific frequency allows pilots on the same freq to have voice communications using the ALT-TAB keycombination.

TAB key alone for "all channel" voice communications with all players in the session.
