AFCAD 2.21 Multipul Runways in Use

Ok I would like to know how you make multipul runways in use because right now Im doing alot of flying out of MMMX and in FS9 05L/26R are the only active I would like to know how I can make the ATC use 05R/26L for AI traffic aswell because I get a big line waiting for takeoff on 05L with landing aircraft on 05L aswell but 05R remains empty. I believe this is possible because on AFCAD's descriptions of ones that people have made they say that they have changed it for "multipul runways in use" anyone able to help?

I would do 3 things.

1) Close 05L/23R for landings. Make sure both ends match or it won't work.

2) Utilize the "diamond technique" for the taxiways from 05R/23L that cross 05L/23R so arriving AI don't get stacked up waiting to cross the runway.

3) Do all of the above in ADE9X instead of Afcad2.21. Free from- http://www.airportdesigneditor.co.uk/
