Active Sky imo has the best weather engine. But REX has the best textures for clouds. I do have to mention though that I've recently switched (back) to FEX (Flight Environment Extreme) for my cloud textures, and I'm loving it! It's a matter of taste I guess

It said Active Sky Evolution had no graphics textures, so does that mean it is just a weather program? So If I run ASE with default FSX clouds, would it improve performance both frames-wise and weather-wise?

The latest Active Sky 2012 does come with weather textures. But imo the textures of REX and FEX look better. The main advantage of AS2012 is the weather engine. It generates very lifelike and realistic weather conditions (way better than default FSX) including winds aloft and has many user editable options. Fps performance depends on the textures you use and your hardware etc... I've had great results with FEX textures, other have great results with REX textures and again others have great results with AS2012 textures. So there seems to be no golden combination I'm affraid. Like everything in FSX it's trial and error. If you find a combo that works for you, stick with it. (that's no help I know :S)

Yes Active Sky Evolution is just a weather engine. AS 2012 is weather engine + textures.
Will it improve performance? I don't understand how, seeing you would be using default FSX clouds. And it is true that more complex weather can cause an FPS reduction.
Will it improve weather? Yes.
Ok, I think for now I'll go with AS2012, and later on I might add REX or FEX textures.
