on my non MS planes it seems all the roll over tips in the VC are garbled, blocky text. usually the 2d Cockpit is fine

Try turning off DX10 preview (if it's on ofcourse). That could help
That is usually a sign of too aggressive slider settings. Back off all of them and see if it goes away. Then you can bring them back up ONE at a time and test.
It's beginning to sound like your install isn't ideal. Here are a few links to tips and tweaks that will improve FSX performance immensely...Don
Start here: NickN’s Set up FSX and Tune it (Slightly out of date but an invaluable tool for proper FSX installation)
Then, use the free, and easy, Jesus Altuve Auto-Tweaker for FSX
A newer driver with an nVidia card can be a big help. Then it can be tweaked with "nVidia Inspector". google it for the latest version.
Once you are up to speed with the driver, and have Inspector installed, follow the guidlines here: NickN's nVidia Inspector guide for FSX

Hi fauxtog, Merry Christmas and compliments of the season.
Here's some other things to try ..
Some folk have had success with this problem by going into windowed mode (from full screen) - not a fix but a work-around
It has also been said that some (most ?) non-native FSX SDK created aircraft have this issue and it is insoluble
good luck !
It also shows up when there is a mismatch in AA or AF settings.
Perhaps you should slow down your rush to install things until you're more at home with the basics?
Another possible cause is the Windows Display settings - the ones you set from your desktop, not FS.
FS is set for default font sizes - so if you have changed your default fonts setup to one of the larger fonts - FS will have trouble.
